Step 1:

Next, tap Export GIF button at the bottom and then choose the target channel to share the animated image. To export the GIF image to your iPhone, select Save.

How to Turn a Live Photo to GIF on PC

Step 1: Stream iPhone to PC
Launch the best Live Photo recorder after installing. Go to Menu and select Preferences. Head to the Output tab, pull down the Video format option and select GIF on the Preferences dialog.
